Dr. Kingshuk Sarkar is a highly respected employment and labour law expert with more than two decades of distinguished experience in labour administration, industrial relations, and regulatory policy. He currently serves as Professor and Area Chair of General Management & Economics at the Goa Institute of Management, where he teaches and advises on labour law, employment relations, and economic governance.

Before joining academia, Dr. Sarkar held senior leadership roles as a Labour Administrator with the Government of West Bengal, overseeing labour code implementation, compliance audits, wage regulation, and industrial dispute resolution across multiple sectors. His extensive hands-on experience in enforcing and modernizing India’s labour frameworks gives him a unique perspective on the practical application of the new Indian Labour Codes.

Dr. Sarkar has also served as Fellow at the V.V. Giri National Labour Institute and contributed as Assistant Professor at the National Institute of Rural Development. His research and consultancy work with the International Labour Organization (ILO), Asian Productivity Organization (APO), and Centre for Development Studies (CDS) has influenced key policy discussions on employment law reform and workforce regulation in India. A prolific writer, his analyses on labour law, wage codes, and industrial relations appear regularly in Economic and Political Weekly, Global Labour Journal, The Hindu, and Financial Express.
